I decided to conduct a small test, in case the 'bend' I saw at that time was just a fluke or a trick of my eye. So, I prepared the balloon, charged it with static electricity and placed it near the stream of water from the faucet in the kitchen. This time, I was certain. The water clearly bended towards the balloon. However, it only bended when the balloon is placed really close to the stream of water.
After the test, I decided that there are still some changes that need to be made in order for the experiment to succeed.
